Reporting to the Chief Finance and Contributions Officer, the Head of Finance will collaborate with cross-functional teams to develop and execute comprehensive financial strategies, while overseeing budgeting, forecasting, and risk assessment.

About RSSB

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 1.9 trillion Rwf, which is equivalent to 17% of the country’s GDP, RSSB invests in key sectors of the economy and plays a crucial role in providing up to 20% of liquidity for the financial sector. With approximately 12 million members in the above six schemes, encompassing close to 90% of Rwanda’s population, RSSB is at the forefront of securing the health and financial well-being of Rwandans.

Key Duties and Responsibilities
Coordinate and supervise the preparation of periodical financial reports and ensure that they are timely submitted
Coordinate, supervise and ensure timely budget preparation, execution, and reporting
Ensure close monitoring of current accounts and fixed Income securities (Term deposits, T-bonds, T-Bills, Corporate Bonds, commercial papers) of all Schemes managed by RSSB
Liaise with internal and external auditors
Allocate activities among functions under his/her supervision
Oversee Financial Reporting and Analysis and Budget and Treasury activities
Evaluate the performance of and provide training and opportunities for Finance staff.
Execute the plans of the organisation in accordance with the policies and directives of the top management.
Oversee preparation of plans Finance department
Identify gaps in policies related to the Finance function and propose necessary improvements
Prepare plans of the Finance department and ensure their effective implementation
Perform any other duties related to the Finance function as may be assigned from time to time

Key Qualifications and Experience
The successful candidate must have at least:
Master’s Degree in Finance, Accounting, Economics, Business Administration, Commerce with at least 6 years’ experience, 2 of which should have been in a senior managerial role
OR

Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, Commerce with at least 8 years’ experience, 2 of which should have been in a senior managerial role
CPA, ACCA or equivalent is an added advantage

Key Competencies
Technical Competencies:

The role holder must have in-depth knowledge in financial reporting and modeling
The role holder must have sound understanding in financial sector development specifically to healthcare financing
The incumbent must have a strong knowledge in pension product diversification and innovation
The role holder should have good working knowledge and understanding in the taxation system while possessing FinTech and data processing skills
The role holder must have sound knowledge and understanding on the relevant laws and regulations

Behavioral Competencies:

Must demonstrate impeccable customer service focus, strategic thinking, and strong ethical background with an ability to resist and zero tolerance for corrupt, political and other undesirable influences
Must be able to establish and maintain constructive and effective relationships with key stakeholders and staff alike
Must be open to change and adapt established methods for new uses within the institution

Additional Information:
The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
