The Rwanda Social Security Board has the largest fixed income portfolio in Rwanda and it aspires to transform towards a modern, high performing institution that is committed to delivering strategic investment initiatives that ensure the generation of strong financial returns while having significant socio-economic impact to the Rwandan economy.
This role offers a unique opportunity to be at the forefront of investment decision making for our fixed income asset portfolio. Your role will be pivotal in maximizing investment returns while ensuring the stability and sustainability of our fixed income portfolio. We are seeking individuals with sound investment expertise and a proven track record in driving investment decisions that optimize returns, demonstrable risk management experience and capable of leveraging technology and operational efficiency to optimize the fixed income investment portfolio of the Institution and ensure its sustainability and growth in an ever-changing landscape.
Reporting to the Chief Investments Officer, the Head, Fixed Income will be responsible for identifying, assessing, and executing fixed income investment opportunities.

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).
As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 1.9 trillion Rwf, which is equivalent to 17% of the country’s GDP, RSSB invests in key sectors of the economy and plays a crucial role in providing up to 20% of liquidity for the financial sector. Key Duties and Responsibilities
Identify fixed income investment opportunities (sovereign bonds, corporate bonds, repurchase agreements, interest rate swaps, fixed term deposits, etc.)
Carry out financial analysis to determine the risk-adjusted returns around an investment opportunity
Execute acquisitions/sells of fixed-income instruments depending on market conditions
Support forecast inputs of the Portfolio Management team on rates evolution
Perform R&D activities such as developing computation tools like pricers, research papers leading to ground-breaking ideas for the Investment Function
Contribute to the investment policies, procedures, and manuals of the Fixed Income department
Prepare the strategic and business plans and related budgets in the Fixed Income Function and ensure their successful implementation
Manage and maintain effective relationships with external research partners (e.g. NISR, group entities, private companies, etc.)
Perform market analysis on target markets and stay up to date with trends in the local and foreign markets
Oversee the accuracy of the investments payments and income to be received
Manage staff under his or her Supervision
Develop and disseminate performance contracts to his/her subordinates
Provide advice on strategy relating to the proposed and existing projects
Encourage creativity and innovative thinking within the team
Perform any other duties related to Fixed income Function as may be assigned from time to time
Key Qualifications and Experience
The successful candidate must have at least:
Master’s degree in mathematics, Finance, Accounting, Economics, Real Estate or any other relevant field with preferably 4 years’ relevant experience, 2 of which should have been in Managerial role
OR
Bachelor’s Degree in Mathematics, Finance, Accounting, Economics, Real Estate or any other relevant field with preferably 6 years’ relevant experience, 2 of which should have been in Managerial role
Professional certification in ACCA, CPA, CFA, or a related field is an added advantage
Key Competencies
Technical Competencies:
The role holder must have strong corporate finance skills
The role holder must demonstrate in-depth experience in the pricing of financial instruments
The incumbent must have strong knowledge in financial modeling and analytical skills
Behavioral Competencies:
Must demonstrate impeccable customer service focus, strategic thinking, and strong ethical background with an ability to resist and zero tolerance for corrupt, political and other undesirable influences
Must be able to establish and maintain constructive and effective relationships with key stakeholders and staff alike
Must be open to change and adapt established methods for new uses within the institution

Additional Information:
The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
